PI24142: Information on RE/RT cg_info use is missing from documentation

• 1.  Problem statement and description:
  
  a) We need to update the documentation to include details on how
  RE/RT uses the cg_info file to record recent model/source
  connection timestamp data. I believe the best place for this
  would be here -
