APAR status

• Closed as program error.

Error description

• If multiple concurrent REST requests are sent with the same user
  credentials, only one of the concurrent requests will succeed.
  

Local fix

• Copy the JSESSIONID cookie from an initial request to reuse an
  existing user session, rather than submitting new credentials
  with each request.  Note, the UCR_SESSION_KEY cookie value will
  also need to be copied to a request header with the same name
  and value.
