PI23353: Filter with tree prompt does not work after upgrading

Error description

• Filter with tree prompt does not work after upgrading from 8.3
  to 10.2.1. In 8.3, data filtered in 2013 appears when selecting
  prompt value 2013 for the tree prompt.  On the other hand, all
  data appears in 10.2.1.
