PI22650: SIP container sends error responses even after ACK received

Error description

WebSphere Application Server does not accept ACK request on
error response and continues error re-transmission

After the SIP container sends an error response, a received ACK
request is not correlated to the outgoing response and this
causes the response to be re transmitted over and over again.

Problem conclusion

We now correlate correctly between incoming ACK requests and
outgoing error responses using a branch parameter.
The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.10 and 8.5.5.5.  Please refer to the
