PI22293: CLUSTERRATIO EXCEPTION TRIGGERS ALL TS PARTS WHEN ONLY ONE PARTITION IS TRIGGERED

Error description

• When building Reorg utilities at the partition level, and a
  CLUSTERRATIO exception on a partitioning index triggers a
  partition, all the tablespace partitions may be included in the
  Reorg when only the triggered partition should be included.  The
  problem only occurs if a Non-partitioning index (NPI) also
  exists on the table.
