PI21878: Error messages change if report has a prompt page

Error description

• Error messages from reports with a prompt page are either
  generic messages or have no message other than the traceback
  after FP3 is applied.  The same report without a prompt page
  produces meaningful error messages.  This happens even when the
  prompt page is blank.
