Error description

• IPR Unload utility causes a DFS047A even when SKIPAUTH=YES is
  specified, when both the following conditions are met:
   - A partition selection exit is defined for HALDB
   - PARTITION=(xxxxxxxx) control statement is specified
  
  DFS047A - UNABLE TO OBTAIN AUTHORIZATION FOR DATA BASE xxxxxxxx.
  REASON CODE = 01.

     higher access.
