Error description
When an AIX LPAR is configured with a maximum CPU entitlement greater than 100%, WebSphere Virtual Enterprise On-Demand Router may queue too many requests, keeping CPU utilization lower than necessary on the nodes with maximum CPU entitlement greater than 100%

When one does so, the autonomous request flow manager (ARFM) in WebSphere Virtual Enterprise's On-Demand Router (ODR) may queue requests excessively, resulting in underutilization of the LPARs.
Problem conclusion
The fix for this issue modifies autonomous request flow manager to not queue requests excessively when the downstream LPAR's CPU entitlements exceed 100%.
