Error description

• This APAR forward-fits the fix for the multi-volume issue in ORF
  V1.3 APAR PI15987 to DBSP V2.1 ORF.
  In a reorganization of a multi-volume OSAM database, if the
  original database dataset is extended to the next volume during
  the Copy phase, ORF can fail to apply the captured log records
  to the shadow database dataset. ORF fails to refresh the volume
  information with some probability due to a program error.
