PI17967: ISSUE WITH EXTENSION POINT IMPLEMENTATION TASKS RUN TWICE IN REMOVE-PAA TASK

Error description

• An issue occurs with the pre-remove-PTF-removeSIFeaturePack and
  post-remove-PTF-removeSIFeaturePack extension points where the
  tasks are run a second time from the
  remove-apps-removeSIFeaturePack task.  This should not occur as
  they are already run separately. This fix ensures that these
  tasks are no longer added to the remove-apps-removeSIFeaturePack
  implementation task.
