Error description

• With IBM Rational Team Concert 4.0.5 Context Aware Search engine
  on z/os, if the engine is abnormally ended by an out of memory
  or some other process that kills the started task, all
  components configured with Context Aware Search synchronize at
  the same time when the engine is restarted which could
  potentially cause a spike in resources.
  
  Code is being changed to prevent the synchronizing of all the
  components at the same time if the restart is from an abnormal
  stop.
