Error description

• For FPA ANALYZE and TUNE a new keyword to retrieve area data
  set names when DBRC=NO is specified, will be provided.
  When this keyword is specified, FPA picks up area data set names
  from the RECON without requesting DBRC authorization.
  
  This is an enhancement based off of RFE 38996.
