Error description

There is an issue doing port assignments when multiple wsadmin
sessions are creating clusters

Local fix

ensure only one wsadmin command creating a cluster is running
at a time

Problem summary

There is an issue on server port assignments when multiple
wsadmin sessions are creating clusters and cluster members.

Problem conclusion

It is a bug in the server port assignment when creating
clusters and cluster members through wsadmin concurrently.
Duplicate port will be assigned to the same server endpoint.
This bug has now been corrected and duplicate ports are no
longer assigned.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.35, 8.0.0.10, and 8.5.5.4.  Please refer to
