Error description

• When a Portal page is updated when viewed within the scope of a
  project, the save action will fail if the state of the current
  project is Syndicating.
  
  Expected result: The save action should complete successfully
  and the Portal page should be added to the project as a draft.
  

Local fix

• Waiting until the project status is Active before committing
  additional changes to the Portal pages within the scope of the
  project.
