PI14788: TM1 upgrade causes extra vertical scroll bar to appear in middle of Metric Impact Diagram Chart when viewed via BI Workspace

Error description

• TM1 10.2 FP1 introduces an extra vertical scroll bar in a Metric
  Impact Diagram Chart when viewed via Cognos Workspace with
  Internet Explorer browser. The scroll bar itself cannot be moved
  and the diagram window cannot be re-sized. Viewing the same
  diagram in TM1web works as expected.
