PI14199: ALLOW AN OPTION TO IGNORE ARCHIVES IN SUBSYSTEM ANALYSIS

Error description

• When Subsytem Analysis executes both from within the ISPF panels
  and as part of a backup it issues warnings when Archive logs are
  not on volumes that are not in scope of the backup. This is an
  unacceptable condition in shops with many messages issued. This
  could mask a real problem.
