PI14197: CREATE PROFILES WITH DIFFERENT OWNER OR BE ALLOWED TO TO RENAME OWNER AS PERFORMED IN AUTOMATION TOOL

Error description

• When creating backup profiles the profile creator defaults to
  the userid of the user creating the profile, and this can not be
  changed.  We need the ability to set the creator name to
  something other than the user that created the profile in the
  same way as Automation Tool.
