PI12791: HPU WILL PROVIDE A WAY TO AVOID LEADING BLANK FOR POSITIVE NUMERICAL VALUES IN EXTERNAL FORMAT

Error description

• Using the HPU syntax.   Numerical values unloaded in external
  format always have a sign character which can be blank for
  positive values.
  Yet using HPU provided FASTUNLOAD syntax, HPU unloads the data
  without the leading blank.
