Error description

• Errors including:
  CSQY227E CSQ1 CSQSHGMN Unable to allocate storage above the bar
  using IARV64, RC=00000008, reason=4A001620
  and
  Abend 5C6-00A30042 in CSQSHGMN
  occur when multiple subscribers are registered/created at the
  same time.

  * PROBLEM DESCRIPTION: An increased storage usage that may     *
  *                      lead to message CSQY227E if above bar   *
  *                      storage is restricted, can occur when   *
  *                      adding a large number of subscribers    *
  *                      simultaneously.                         *

  * RECOMMENDATION:                                              *
  ****************************************************************
  When a new subscriber is created, a 100mb buffer is obtained
  for the subscription, to hold the contents of any matching
  retained publications found. This is done in all cases, even
  when no applicable retained publications exist.
  
  When many subscriptions are created in a short period of time,
  the storage required for these buffers will increase, and may
  cause issues if storage above the bar is restricted, such as
  having MEMLIMIT set.
  

Problem conclusion

• The processing for new subscriptions has been altered, to
  only obtain storage for a buffer if retained publications are
  found for the subscriber.
