  to V11.1 requires CM Database to be upgraded from V10.1 to V10.2

  For a user upgrading from DB2 Administration Tool for z/OS,
  Version 10, Release 1 to Version 11, Release 1, the TCz option
  to upgrade the Change Management (CM) Database can only upgrade
  from DB2 Administration Tool for z/OS, Version 10, Release 2
  to Version 11, Release 1.  A method is needed to upgrade the
  Change Management Database from DB2 Administration Tool for
  z/OS, Version 10, Release 1 to Version 11, Release 1.
  

Problem conclusion

• Problem has been resolved.
  DB2 Administration Tool for z/OS Version 11, Release 1
  SADBSAMP(ADBCHG01) member has been provided to upgrade the
  Change Management Database from DB2 Administration Tool for
  z/OS, Version 10, Release 1 to DB2 Administration Tool for
  z/OS, Version 10, Release 2.  After this has been accomplished,
  the user can then use TCz to upgrade the Change Management
  Database from DB2 Administration Tool for z/OS, Version 10,
  Release 2 to DB2 Administration Tool for z/OS, Version 11,
  Release 1.
