APAR status

• Closed as program error.

Error description

• There is an abend0C4 in CSQICRLA+x4C8 ( init_iCRL).
  Before the abend0C4, build_ICRL try to get ICRL but it cannot
  get the storage due to F006R003 (local storage shortage).
  LPVTAVAL (Available storage for local pool) is x001F9000 and it
  is less than LPVTCRIT ( x00200000 ) so F006R003 (local storage
  shortage) was retuned.
  
  CSQICRLA should check rc for the get stroage for ICRL or
  should check ICRL address to prevent the abend0C4.

  CSQICRLA does not check the return code on a storage request.
  When the queue manager is short on storage this can lead to a
  null pointer being returned and the 0C4 occurs, as the code
  assumes that storage was obtained.

• The code was changed to correctly check if the storage request
  was successful.
