  When IMS Database Reorganization Expert (Reorg Expert) with
  REORGINPUT=ULDS and PARTINIT=NO is run for a HALDB database and
  partitions of the HALDB database are not processed by Reorg
  Expert because the partitions are empty, HDPC erroneously issues
  MSGFABP2124E after MSGFABP1475I for the partitions.
  

Problem conclusion

• The FABPHEXM module has been modified to fix the error.
