  * PROBLEM DESCRIPTION: When running the CM Batch JCL           *
  *                      procedure GOCCM (COMPARE, IMPORT,       *
  *                      ANALYZE), with DDL as INPUT             *
  *                      a RC08 / Return Code 8, and             *
  *                      error ADB9351E / msgadb9351e            *
  *                      is encountered:                         *
  *                                                              *
  *                      ADB9351E An error occurred when the     *
  *                      change status was updated. Neither      *
  *                      the old or new change status values     *
  *                      match the current change status:        *
  *                      INITIAL                                 *
  *                                                              *
  *                      because there are no change             *
  *                      statements to be processed.             *
  *                      A change that does not contain          *
  *                      any change statements is currently      *
  *                      considered an 'Incomplete' change       *
  *                      which is set to INITIAL status          *
  *                      when registered. This change can not    *
  *                      be Analyzed, Run or Recovered.          *
  *                                                              *
  *                      Users requested that we consider an     *
  *                      empty change to be a valid change       *
  *                      that can be registered successfully     *
  *                      and put into DEFINED status so that     *
  *                      it can be Analyzed, Run or Recovered.   *

  The Change Management function is enhanced to add the ability
  to Register, Analyze, Run and Recover an empty change.
