Error description
Customer has a chore that runs a Ti process which kicks off a batch to restart the TM1 server service which works fine unless they have used the Operations Console to conntect to the server previously. If this happens, then the Tm1 server status shows as 'Stopping' but never stops until they stop the Application Server service.
Local fix
create a batch file to restart the Application server service
