Error description

• ABEND0C4 can occur if RECOVER QMGR is issued. Change Team finds
  there is a problem with code generated by the compiler in
  CSQIRECP with reference to a STORE CONTROL operation.

• DO NOT ISSUE RECOVER QMGR COMMAND

  The 0C4 occurs in subroutine callbk_qd in the expansion of the
  CSQGSPRR ADD macro.
  in the gen'ed instruction
  'stctg 15,15,csq3051cr15s'
  csq3051cr15s is based off 0 rather than R13.
  This error occurs because R13 is being used by callbk_qd.
  

Problem conclusion

• CSQGSPRR has been changed so that the STCTG built-in function
  is used instead of the assembler statement being generated in
  PLX.
