  * USERS AFFECTED: 1- all Q Capture users                       *
  *                 2- All non CCD target user.                  *
  *                 3- Users adding a column to a subscription   *
  *                 using an ADDCOL signal that specifies a      *
  *                 value for the before image column when the   *
  *                 target is not a CCD table.                   *
  *                 4- This regression affects users of Event    *
  *                 Publisher Delimited in the R (row) format    *
  *                 with msg_codepage=1208.                      *

  * PROBLEM DESCRIPTION: 1- CAPTURE_LOAD=R does not respect      *
  *                      MAX_CAPSTARTS_INTLOAD                   *
  *                      2- When SENDRAW_IFERROR is set to Y,    *
  *                      Capture is expected to send the         *
  *                      unconverted (raw) data on conversion    *
  *                      failure without reporting an error.     *
  *                      However, in the current code, Capture   *
  *                      incorrectly sends a conversion error    *
  *                      message when a user inserts data that   *
  *                      cannot be converted, regardless of the  *
  *                      SENDRAW_IFERROR setting.                *
  *                      3- Capture allows an ADDCOL signal to   *
  *                      specify a value for the before-image    *
  *                      column even if the target is not a CCD  *
  *                      table, causing BEF_TARG_COLNAME to be   *
  *                      incorrectly populated in                *
  *                      IBMQREP_TRG_COLS at the target.         *
  *                      4- The fix in PH71121 removed an        *
  *                      incorrect early initialization of       *
  *                      CodedCharSetId to 1208, but             *
  *                      introduced a regression: when           *
  *                      msg_codepage is 1208, CodedCharSetId    *
  *                      is now never set at all, leaving it     *
  *                      at the Queue Manager default. This      *
  *                      causes the unreadable messages on       *
  *                      customer side.                          *
  ****************************************************************
  1- MAX_CAPSTARTS_INTLOAD is not respected for CAPTURE_LOAD=R
  2- Capture incorrectly sends a conversion error message when
  SENDRAW_IFERROR=Y and a data conversion failure occurs.
  3- Before-image columns are not supported for non-CCD targets.
  In the current code, however, no error is reported when a user
  adds a column with a before-image for a subscription to a
  non-CCD target. As a result, BEF_TARG_COLNAME is incorrectly
  populated in the IBMQREP_TRG_COLS table and if the user later
  attempts to update the Q subscription to add a search condition
  with ASNCLP, the ALTER QSUB fails with an error stating that
  the "user table" target type does not support before-image
  columns.
  4- PH71121 regression where CodedCharSetId
     is left at the Queue Manager default when
     msg_codepage is 1208.
  

Problem conclusion

• 1- Q Capture is changed to respect MAX_CAPSTARTS_INTLOAD value
  as a CAPSTART when CAPTURE_LOAD=R.
  2- The code has been updated to check the SENDRAW_IFERROR
  setting before sending a conversion error message. When
  SENDRAW_IFERROR is set to Y, Capture now suppresses the
  conversion error message and sends the raw data as intended.
  3- Capture will verify that the target is a CCD table when
  processing a ADDCOL signal that specifies a before-image
  column, and issue ASN7068E if not.
  4- This fixes the regression introduced by PH71121 and also
  fixes  previous  asnqmfmt issue with message_code[age 1208
  and incorrect string delimiters for LOB columns.
