PH72667: HALOAD JOB PROCESSING DELAY, WHEN LOADING EMPTY PARTITIONS OR TABLES ON THE LOAD

Error description

• The following issues are resolved on a HALOAD job, handling
  empty partitions or empty tables:
  1. When running a HALOAD job that includes empty partitions or
  tables, Loader may experience a significant delay while
  processing an empty partition or empty table. In some cases,
  Loader can take approximately 500 seconds to complete processing
  the empty partition or empty table.
  
  During this period, Loader detects no load activity and
  initiates the Health Monitor countdown, generating messages
  similar to the following:
  HLOU5931I <day of year> <time> No load activity detected.
  Timeout expired 500 seconds. Timeout remaining <nn> seconds
  
  After the Health Monitor countdown completes 500 seconds, Loader
  finishes processing the empty partition and issues a completion
  message:
  HLOU4004I <day of year> <time> Task: nn, Load completed for
  table: <tabe name>, partition: nn
  
  Processing of empty partitions or table can be unnecessarily
  delayed, causing the Health Monitor countdown to be triggered
  even though the load eventually completes successfully.
  
  This APAR removes the unnecessary delay encountered when
  processing empty partitions or empty table. Loader completes
  processing of empty partitions or empty tables without the
  extended wait time, preventing unnecessary Health Monitor
  countdown activity and improving overall load performance.
  
  2. If HALOAD_MONITOR_TIMEOUT or HALOAD_NOREAD_TIMEOUT is set to
  a value lower than 500 seconds, Loader may cancel the job while
  processing an empty partition or an empty table.
  
  As a workaround, when loading tables that contain empty
  partitions, set both HALOAD_MONITOR_TIMEOUT and
  HALOAD_NOREAD_TIMEOUT to 600 seconds or higher until this APAR
  is applied. It is also recommended to configure
  HALOAD_MONITOR_TIMEOUT and HALOAD_NOREAD_TIMEOUT with different
  values.
  
  When the Health Monitor cancels the job, the HALOAD job may end
  with the following messages:
  
  HLOU5931I <day of year> <time> No load activity detected.
  Timeout expired nn seconds. Timeout remaining 0 seconds
  
  HLOU4006E <day of year> <time> Task: 01, Error loading table:
  <table name>, partition: n
  
  HLOU4006E <day of year> <time> Task: 02, Error loading table:
