Error description

• An application using an XA transaction manager, with CSQSERVICE1
  parameter on the description of the channel, started seeing
  MQRC_SYNCPOINT_NOT_AVAILABLE after migrating to MQ V9.4.0 or
  higher.

  *                      MQGMO_NO_SYNCPOINT options set after XA *
  *                      work has been performed on the thread.  *
  ****************************************************************
  For XA applications using a channel with CSQSERVICE1 set, the
  PMO and GMO options were not being read correctly when
  determining whether an XA ACE switch should be performed. The
  code incorrectly concluded the operation was in syncpoint and
  attempted to switch the thread into XA UOW mode, causing
  MQRC_SYNCPOINT_NOT_AVAILABLE to be returned to the application
  as this work was done outside XA context.
  

Problem conclusion

• The code has been changed to correctly read the PMO and GMO
  options, ensuring the XA ACE switch is skipped when the caller
  has explicitly requested an out of syncpoint operation.
