PH72014: REQUEST STREAM TASKS SUSPENDED RESOURCE TYPE RZRSTRAN FOR DAYS PARTNER TASK TERMINATED REGION HIT MAXTASK ARZ5

Error description

• Initial CPIH task attaches a new transaction XXXX to run under
  a different userid within the same CICS region. The CPIH task
  gets suspended in RZCBNOTI PIIS wait, waiting for it partner
  task to complete.
  
  The CPIH transaction has a DTIMOUT specified, and gets timed
  out before the partner task completes.
  
  The following messages are issued and the CPIH task terminates:
  
  DFHPI0507 CPIH The CICS Pipeline Manager
  has failed to receive a response from an application
  handling task. The request timed out. PIPELINE: pppppppp
  
  DFHPI0997 CPIH PIPELINE pppppppp WEBSERVICE wwwwwwww
  The CICS pipeline manager has encountered an error:
  unidentified problem.
  
  The partner transaction XXXX does not have any DTIMOUT
  specified.
  
  If the XXXX task was not able to be attached prior to the
  CPIH task timing out, due to a tclass or maxtask delay, then
  task XXXX will be abended ARZ5 when it is attached.
  This is due to realizing its partner task is already gone.
  
  If XXXX was able to be attached successfully, prior to CPIH
  timing out, then it stays in the system forever, not being
  notified that its partner has terminated.  This leads the
  region to reach MAXTASK.
  
  There is a timing window where the XXXX transaction believes
  its partner CPIH task is still active, but has terminated
  and will never respond.  This leaves the XXXX transaction
  suspended on resource type RZRSTRAN forever.

Local fix

• Specify a DTIMOUT value for the XXXX transaction to prevent it
  from waiting forever.
  

Problem summary

  When a CPIH task attaches to a separate task in the same CICS
  region, the CPIH task is suspended in a RZCBNOTI wait whilst
  this new partner task completes.
  
  If this CPIH task has a DTIMOUT value specified, and this
  timeout is hit before the partner task completes, the following
  messages are issued in the CICS job log:
  
  DFHPI0507 CPIH The CICS Pipeline Manager
  has failed to receive a response from an application
  handling task. The request timed out. PIPELINE: pppppppp
  
  DFHPI0997 CPIH PIPELINE pppppppp WEBSERVICE wwwwwwww
  The CICS pipeline manager has encountered an error:
  unidentified problem.
  
  There is a timing window where if the partner task
  completes but sees CPIH is still active, it enters an RZRSTRAN
  wait. If this occurs as the CPIH task is terminated, the partner
  task will never be woken up from this RZRSTRAN wait. Over time,
  this can lead to the region reaching MAXTASKs.
  
  If the partner task was not able to be attached prior to the
  CPIH task timing out, due to a TCLASS or MAXTASK delay, then
  the partner task will be abended ARZ5 when it is attached.
  This is due to realizing CPIH is already gone.
  

Problem conclusion

• CICS has been updated to ensure the CPIH partner task is made
  aware of CPIH timing out to prevent an indefinite RZRSTRAN wait.
