Error description

• This APAR provides an update to IBM Decision Runtime for z/OS,
  upgrading the product from version 8.12.0 to IF039.
  
  In addition, this update includes the following PTF fixes
  and enhancements:
  
  1. Fixed a defect where a high volume of rule execution errors
  in customer workloads could cause a zRES hang.
  2. Added a DB2 UTS migration script for Decision Center.

  This IFIX provides an update for IBM Decision Runtime for z/OS
  from version 8.12.0.1 to distributed IF039 and migration
  scripts to convert STS to UTS for Decision center
  and Loop initialization to avoid memory exception
  which could cause a zRES hang for DRZ 8.12.0.1
