PH71471: ENHANCE DB2 COMPLIANCE BY ALLOWING TO REMOVE RESTRICTION AFFECTING TEMPLATE STATEMENTS WITH STORCLAS

Error description

• Unlike other Db2 utilities, Db2 HPU ignores the UNIT, VOLCNT and
  VOLUMES keywords of a TEMPLATE statement if it also specifies
  STORCLAS.
  
  For a better compliance with Db2, Db2 HPU should allow to remove
  this restriction and take UNIT, VOLCNT and VOLUMES keywords even
  if STORCLAS is specified.
