  * PROBLEM DESCRIPTION: New function to support Db2 open        *
  *                      telemetry IDAA usage.                   *
  ****************************************************************
  Currently, Db2 OTel trace record reports the elapsed time in
  Db2. PH71379 will add a name-value pair for the elapsed time
  spend in IDAA in the Db2 OTel trace record. The IDAA usage
  name-value pair will be defined by the following format:
  
  Name: 'db.ibm.db2.idaa.et'
  Value: number in microseconds

• PH71379 adds the IDAA usage name-value pair for Db2 open
  telemetry tracing. The new record pair will only be written
  if there is IDAA activity.
  
  The following are prerequisites for the new function:
  1. APAR PH67971 is installed and OTel is enabled.
  2. Accounting trace class 2 and class 3 are active.
