PH71179: Avoid making the call to gather statistics for ATTLS, if the RECEIVE fails due to timeout. 26/07/20 PTF PECHANGE

APAR status

• Closed as program error.

Error description

• New code introduced at CICS TS 6.1 to gather statistics from
  AT-TLS can block the SO TCB for several seconds  if the remote
  (target) server is slow to respond with a server hello.
  As a consequence PH69208 moved the gather statistics call to
  reduces the chance of blocking the SO TCB.
  However, the call is still made even if the RECEIVE fails due
  to time-out which blocks the SO TCB.

  When using AT-TLS and CICS makes a WEB call to a remote server
  which is slow to respond, the RECEIVE may timeout.
  However, CICS still tries to gather statistics about the
  connection and since the target server is slow to respond,
  the call blocks the SO TCB.
  

Problem conclusion

  Code has been changed to prevent the gather statistics call if
  the RECEIVE times out.
