  1. Loop during Batch Explain processing.
  2. GLOBAL OWNER parameter is ignored as the PLAN_TABLE
     qualifier for Batch Explain processing.
  3. Batch Explain produces an empty report for SQL statements
     beginning with WITH or MERGE.
  

Problem conclusion

• 1. Fixed a loop control issue which caused infinite processing
     of package versions.
  2. The GLOBAL OWNER parameter value is now applied as the
     PLAN_TABLE qualifier;
  3. The SQL type classification module changed to recognize
     WITH (Common Table Expression) or MERGE statements as
     explainable.
