  RECON: nnnnn. ILDS REBUILD IS RECOMMENDED can be issued after
  IMS Online Reorganization Facility job with INITIALIZE(Y) when
  the REORG# before ORF execution is 2 or above.

  MSGFABP1097E can be issued after ORF with INITIALIZE(Y) or
  INITIALIZE(Y,NOAPPLY) when the REORG# before ORF execution is 2
  or above.
  
  A temporary RECON is used during reorganization and the initial
  value of REORG# in the temporary RECON before reorganization
  is 00000. In the case of a normal reorganization, the REORG#
  in the temporary RECON is corrected during the unload process.
  However, when an initialize job is executed, the unload process
  is not called, so the reload process is being called with
  the REORG# in the temporary RECON still set to 00000.
  As a result, after the reload, the REORG# of the DBDS becomes
  00001, which is smaller than the REORG# in the original RECON,
  causing FABP1097E to occur.
  

Problem conclusion

• Code has been changed so that the REORG# from the original RECON
  is set in the temporary RECON before the reload process is
  executed.
