Error description

• When ATYADMIN.SETUP profile is not defined, IMS Administration
  Tool erroneously detects insufficient access authority and
  issues the message 'You do not have the authority to change
  settings with Setup and Administration.'

  IMS Administration Tool supports access control using Resource
  Access Control Facility (RACF) or a System Authorization
  Facility (SAF) product that is compatible with RACF.
  When ATYADMIN.SETUP profile is not defined, IMS Administration
  Tool erroneously detects insufficient access authority and
  issues the message 'You do not have the authority to change
  settings with Setup and Administration.'.
  

Problem conclusion

• IMS Administration Tool has been modified as follows:
   - Fixed an issue where users received an "Insufficient access
     authority is detected" error when the ATYADMIN.SETUP facility
     class was not defined, even though this facility class is
     optional.
   - Changed the ATYADMIN.ACCESS facility class from required to
     optional so that users can choose whether to enable security
     for IMS Administration Tool access.
