Error description

• When a user has destination operator (operdest) authority but
  does not have access to the corresponding ISFAUTH.DEST.*
  resource, SDSF proceeds as if user does not have operdest.
  .
  For a user with operdest authority but not permitted to the job
  destination, a browse request will be correctly denied when the
  user does not have access to the JESSPOOL resource protecting
  the data set. SDSF issues message NO DISPLAYABLE DATA but the
  associated message ICH408I does not appear.

• SDSF operdest processing has been updated to allow the ICH408I
