Error description

• Java and other UMS internals may produce files, some of which
  may be large, which presently go into workspace/run directory.
  This APAR will provide the ability to control the location for
  such files.

  When ZOWE/UMS system failures occur, large dump files may be
  generated and stored in a default location. If that location is
   unavailable or inaccessible, they are saved in the UMS
  workspace/run area, which can quickly consume disk space and
  impact system startup. This APAR enables configuring the dump
  file location to prevent such issues.
