Error description

• New code introduced at CICS TS 6.1 to gather statistics from
  AT-TLS can block the SO TCB for several seconds  if the remote
  (target) server is slow to respond with a server hello.
  
  The CICS 6.3 APAR for this problem is PH69463.

  * PROBLEM DESCRIPTION: At CICS 6.1 the SO TCB is blocked when  *
  *                      using AT-TLS if the target server is    *
  *                      slow to respond. This delays all other  *
  *                      tasks trying to switch to the SO TCB.   *
  ****************************************************************
  When using AT-TLS for outbound WEB service calls and monitoring
  is enabled, a slow response from the target server can block
  the SO TCB. This is because the SIOCTTLSCTL call to find out
  the cipher and TLS protocol used on the connection is made after
  a SEND. But if the remote server is slow to return the server
  Hello, the request has to wait while holding the SO TCB. Hence
  all other calls to switch to the SO TCB are delayed.
  

Problem conclusion

• The SIOCTTLSCTL call has been moved so it no longer is blocking
  the SO TCB.
