Error description

• This PTF updates Perl, Curl, Vim, GPG, Git, Less and Bash to
  their latest community versions while delivering enhancements
  for localization and zsh compatibility.

  This PTF updates the following tools:
  - Git is updated to version 2.51.2
  - Perl is updated to version 5.43.2
  - Curl is updated to version 8.17.0
  - Vim is updated to version 9.1.1830
  - GPG is updated to version 2.5.12
  - Less is updated to version 685
  
  The following tools remain unchanged:
  - GNU Which remains at version 2.21
  - JQ remains at version 1.8.1
  - Ncurses remains at version 6.5
  - GNU Make remains at version 4.4.1
  - Bash is updated to version 5.3
  
  General Updates:
  - Translation support enabled through gettext (for projects
  that opt in). The active language can be selected by setting
  the LANG environment variable.
  - The `.env` and `.altenv` files can now be sourced under the
  zsh shell.
  
  Git Updates:
  - fixes file tagging for Git internal .git/HEAD, .git/config,
  and pack files by implementing a default-to-text strategy with
  explicit binary overrides.
  

Problem conclusion

• IBM is releasing a cumulative update to the IBM Open Enterprise
  Foundation for z/OS 1.1, delivering updated tool versions, new
  functionality, and usability improvements.
