Error description

• In IDAA Admin services under UMS Replication latency value are
  missing time units (seconds/milliseconds). For example, latency
  values are not shown in s/ms (as populated in Data Studio).
  Added a fix to ensure latency units are populated in seconds in
  DAF for clarity and consistency.
