Error description

• SWIFT performs a system recovery and then returns all SnF input
  times with a new database and run identifier. MSIF stores the
  new database and run identifier in the table DNFO_SNF_REPL_TIME.
  
  
  In rare cases, it is possible that two transfers try to update
  the database and run identifier, and the second transfer fails
  with DNFO3463E and a Db2 error because the values are already in
  table DNFO_SNF_REPL_TIME .
  

Local fix

• Now, only the first transfer updates a new database and runs an
  identifier in the table DNFO_SNF_REPL_TIME.
