Error description

• This ENH implements the following for job builds with utility
  estimates:
    1) for online job builds, the utility estimates will be moved
  from the build messages to a new panel displayed after the job
  is built
    2) for batch job builds, the utility estimates will be moved
  from the build messages to a new batch DD
    3) for both online and batch builds, the estimates will also
  be written to a new DAJ repository table for future reference.
