Error description

• The error message IGYDS1563-E "LOCAL-STORAGE SECTION" was found
  in a prototype "DATA DIVISION" when compiling a User Defined
  Function Prototype, with SQL option, even in the absence of SQL
  statements.
  Also, there's no Local-Storage Section defined in the source
  code.
  
  When compiling with the NOSQL compiler option, this issue
  doesn't happen.
  
  Problem found in the COBOL compiler V6.4 (April 2024 PTFs from
  customer's joblog, and it happens with the latest April 2025
  PTFs).

  SQL and SQLIMS co-processing interfered with the compilation of
  function prototypes, resulting in the aforementioned compile
  time error. This prevented users from using the DB2 or IMS
  co-processors when compiling programs or user-defined functions
  with function prototypes.
  

Problem conclusion

• The compiler was fixed so that the SQL and SQLIMS options, when
  in effect, do not cause compile time errors for function
  prototypes.
