PH68321: Optional whitespace within Web service header causes rejection

APAR status

• Closed as program error.

Error description

• The CICS web service code adds the header Accept-Encoding
  without a value and some optional whitespace.  With this extra
  whitespace its possible for routing servers to reject the HTTP
  request.  This can lead to DFHPI0400 and DFHPI0997 messages on
  the CICS log.

Problem conclusion

• DFHPITH has been updated so that the Accept-Encoding header is
  set to "identity"
