PH68276: With IGVDGNPP (PRIME PSA) enabled, CICS TS cannot initialize JVM servers and language environment initialization fails

APAR status

• Closed as program error.

Error description

• With the system having IGVDGNPP (PRIME PSA) enabled, CICS TS
  can't initialize JVM servers giving Language Environment
  initialization failing error.  This affects both
  OSGi and Liberty types of JVM servers.
  
  The following messages may be seen:
  
  DFHSJ0216 A call to CELQPIPI with function code INIT_SUB has
    failed. (Return code - X'00000000').
  
  DFHSJ0210 An attempt to start a JVM for the JVMSERVER resource
    DFHWLP has failed. Reason code: ENCLAVE_INIT_FAILED.
  
  DFHSJ0914 JVMSERVER DFHWLP is installed as DISABLED because the
    Language Environment Enclave was not created.

  job log.
  

Problem conclusion

• CICS has been updated to fix problems with memory management in
  the logic that enables a JVM server.
