Error description

• When the bound of the table being shared with Java exceeds 6
  digits, the bound in *_base.java is truncated on the left to 6
  digits.

  In one codepath, the compiler was incorrectly restricting the
  number of digits used to express the maximum number of elements
  in a table that is shareable with Java to 6 digits instead of
  10.
  

Problem conclusion

• The compiler was updated to use the proper maximum number of
  digits to express the maximum number of elements in a table
  sharable with Java.
