    APAR PH67050 which was delivered in the July 2025 PTF,
    enhances long multiplication performance by exploiting the
    'Vector Packed Decimal Enhancement Facility 1'.
    
    However, the COBOL Runtime does not verify the availability of
    the facility before using the enhanced long multiplication.
    As a result, a specification exception (S0C6) can occur
    during execution if the facility is not installed.
    
    This APAR officially marks the July 2025 COBOL Runtime
    AMODE 31 PTFs as "Program in error (PE)".
    
    The PE'd July PTFs include:
    V2R5: UO04166, UO04167(JPN)
    V3R1: UO04169, UO04170(JPN)
    V3R2: UO04171, UO04172(JPN)
    
    Note:  Although the V2R5 PTFs are not directly affected
    by this issue, they have been PE'd for SMP/E packaging
    reasons.
