Error description

• IMS Online Reorganization Facility job can fail with the message
  HRF01538E AOI 'CLOSYNC' request to imsid failed, RC=00000004
  RSN=00000001 when INITIALIZE(Y) is specified and PWFI MPP region
  is running during the ORF job.

  A long-running transaction in PWFI MPP region causes delays in
  the QC status returning after issuing the /STO DB command even
  if the /STO DB command is succeeded.
  The database remains allocated due to delayed QC status and
  the allocation of the database causes AOI 'CLOSYNC' request
  failure.
  To avoid the error, /DBR DB command is needed instead of
  /STO DB command.
  Issuing /DBR DB results in the immediate issuance of the QC
  status even during the execution of a long-running transaction
  in PWFI MPP region.
  

Problem conclusion

• Code has been changed to enable issuing /DBR DB command instead
  of /STO DB command.
