APAR status

• Closed as program error.

Error description

• If CICS is run as a started task, starting a second instance of
  the same CICS region will result in:
  
  DFHCC0101 LOCAL CATALOG INITIALIZATION ERROR. OPEN ACB R15 =
  X'08'. VSAM ERROR CODE = X'A8'
  DFHCC0103 LOCAL CATALOG DATA SET IS ALREADY IN USE.
  
  Followed by repeated instances of
  DFHKE0001 AN ABEND (CODE 0C4/AKEX) HAS OCCURRED AT OFFSET
  X'3810' IN MODULE DFHKEDD.
  
  The problem can also be seen when starting CICS with a catalog
  dataset from a previous CICS release.
